한국에서 자치경찰제의 도입논의는 1995년 민선자치단체장의 선출과 더불어 지속적으로 제기되었다. 자치경찰제 도입에 있어서 무엇보다도 중요한 것은 중앙과 지방간의 기능 및 재원의 적정한 배분과, 자치경찰기능 수행을 위한 지방재정의 확충이다. 이때 재정배분의 기본적인 원칙은 동등배분의 원칙 하에 자치재정의 확충이라는 방향에서 마련되어야 한다. 자치경찰재정은 우선 자주재원의 확충을 통하여 충당되어야 하며, 자주재원이 한계가 있을 경우 국가의 재정지원을 위해 지방재정조정제도를 활용하면 된다. 자주재정의 확보를 위해서는 먼저 국세를 지방세로 이양하는 것이 필요하다. 또한 경찰교부금제도를 신설하여 부족한 지방재원을 확충하고 지역간 재정격차를 해소하며, 국고보조금제도를 활용하는등 재정조정제도를 통해 국가의 지원을 병행할 필요가 있다.

The local police system in Korea has been discussed constantly ever since the local autonomy had been introduced in 1995. The most important aspect in introducing the local police system is the adequate distribution of the central and the local functions and financing and therefore the enlargement and provision of sufficient local financial funds. Under the basic principle for an adequate distribution system, the principle of sufficient finance provision of the local government has to be guaranteed. The local police system has to be applied through the financing of autonomous finance resources first. For obtaining the national subvention in want of funds the intergovernmental grants system has to be applied. For the expansion of the self-regulating finance, the national tax has to be transferred into local taxes first. Furthermore it is necessary to establish the autonomous police grants and use the matching grants to enlarge insufficient local finances and to abolish the differences between the various local governments.
