이 논문에서는 최근 논의 중인 징수교부금 교부방식 개편의 재원 재분배효과를 분석한다. 징수교부금의 재원을 시·도세 징수액의 3%로 묶어둔 상태에서 징수건수를 고려하여 교부하는 개편 방식은 재원 중 일부를 재정조정 재원으로 활용함으로써 기초자치단체간 재정격차를 부분적으로 완화하기 위한 것이다. 따라서 교부방식 개편의 재원 재분배효과를 파악할 필요가 있는데, 이를 위해서는 다른 형평화교부금과의 연계를 고려해야 한다. 주요 결과는 다음과 같이 요약된다. 첫째, 제도개편으로 징수액의 비중에 비해 징수건수의 비중이 높은 자치단체로 징수교부금 재원이 재분배된다. 둘째, 보통교부세 교부단체인 시·군의 경우는 징수교부금 교부액의 증감에 따른 재분배 효과는 보통 교부세의 증감에 의해 상당 부분 상쇄된다. 셋째, 조정교부금에 있어서 독특한 환경과 배분방식을 취하는 서울시의 경우는 재원재분배 효과는 거의 나타나지 않는 반면 본청의 재량적 배분이 가능한 인센티브 재원의 규모가 증가한다. 결과적으로 제도개편의 편익인 재정격차 완화 효과는 기대하기가 힘든 반면 일정한 개편 비용이 뒤따를 것으로 예상된다. 현 제도가 그 목적 달성에 문제가 있다면 제도개편의 방향성은 우선적으로 그러한 문제의 해소를 지향해야 할 것이다.

The purpose of this paper is to analyze the fiscal redistribution effect of the reform in the distribution formula of the tax collection grant. The main objective of the recent debate on the reform is to utilize a part of the tax collection grant as a type of fiscal equalization funds by considering the number of tax collection handled by jurisdictions in its distribution. We need to identify the mechanism under which the reform may affect the redistribution of the fund among jurisdictions. The main results of both the theoretical and numerical analysis are as follows. Firstly, the reform is expected to redistribute the collect grant itself from the jurisdictions with higher amounts of tax collection to those with higher numbers of tax collection handled. Secondly, for the case of both cities and counties who receives local share tax from the central government, the redistribution effect of the tax collection grant will be mostly offset by the changes in the ordinary share tax received. Thirdly, for the case of Seoul who has a unique fiscal equalization system, the reform will not bring about the expected redistribution effect while the discretion of the Seoul City Government on the distribution of the fiscal equalization grant will be strengthened.
