본 연구에서는 지방정부의 재정건전성을 확보하기 위해서 국고보조금의 축소와 국세를 지방세로 전환시키는 방안이 바람직하다는 인식을 토대로 대안을 모색하고자 하였다. 이러한 과정에서 현행 지방자치단체의 재정구조를 살펴보고, 국세의 지방세 전환의 필요성에 대한 논의와 함께 현행 지방소비세와 지방소득세가 지니는 문제점을 살펴보았다. 지방재정구조 분석에 의하면 지방정부의 자주재원의 근간이 되는 지방세 비율이 낮을 뿐 아니라, 이명박정부 이후 국고보조금의 비율이 증대되고, 복지비 증가속도가 빠른 문제점이 나타났다. 그리고 지방소비세의 배분과정에서 수도권과 비수도권간의 역진성 현상도 문제점으로 나타났다. 국세의 지방세 이전에 대한 논의를 통해서는 현행 지방소비세의 인상이 역진성의 문제를 지님에도 불구하고 지방정부의 당면한 재정위기를 해소시킬 수 있는 유력한 대안이 될 수 있음을 파악하였다. 그러나 장기적으로 지방소비세는 국고보조금을 대신할 수 있는 재원으로는 부적합한 것으로 나타났으며, 소득세와 법인세의 활용이 필요하다고 보았다. 소득세와 법인세의 활용을 위해서는 소득세와 법인세의 세율을 인하하는 대신 지방소득세의 기본세율을 인상하는 국세의 지방세 이전방안을 제시하였다. 동시에 국세의 지방세 이전을 어렵게 하는 수도권의 세수편중현상을 극복하기 위해서는 서울특별시와 같이 재정력이 높은 단체에 대해서는 “재정자율단체”로 지정하여 국세의 배분과정에서 제외하되, 독자적인 세목의 신설을 용이하도록 하는 방안의 도입이 필요하다고 보았다.
The purpose of this study is to provide alternatives that secure financial soundness of local governments. It`s basic hypothesis is reducing state subsidies and transferring national taxes to local taxes. According to analysis of local financial structure local taxes ratio was low, but state subsidies and welfare expenditures have increased rapidly since Lee Myung-Bak Government. Also, degressive tax problems between the Capital area and other areas occurred in the process of local consumption tax distribution. Nevertheless, increasing the local consumption tax ratio was considered desirable to solve urgent financial crisis of local governments. But, for the long term financial soundness of local governments, the local consumption tax was not considered desirable to substitute the state subsidies. Instead, the individual income tax and the corporate income tax were required to substitute the state subsidies. Utilizing the taxes as a means of transferring national taxes to local taxes, alternatives which would decrease the rate of the taxes and increase the rate of the local consumption tax were proposed. At the same time, a system of designating “Financial Autonomy Government” was proposed to solve the degressive tax problems. According to the system, high level of fiscal self-reliance ratio governments can receive the title “Financial Autonomy Government” and the titled governments will gain the benefit of financial autonomy, but they will be excluded from trans ferring national taxes.
