본 연구에서는 지방재정의 재정력을 신장시키고 자율성을 높이기 위하여 재정수요를 파악하고 상응하는 재원을 지방세방식으로 배분하는 대안을 모색하고자 하였다. 이명박 정부에서는 지방재정을 확충하기 위하여 지방소비세를 신설하기도 하였지만, 동기간 이루어진 감세정책과 복지비의 증대로 지방재정은 직속적으로 악화되어 왔다. 더구나 지방으로 이양된 복지사무는 재정수요의 급속한 확대를 초래하게 되어 지방재정의 위기를 초래하는 주요인으로 작용하게 되었다. 향후 중앙사무의 지방이전과 무상보육의 확대와 무상급식 등의 예산을 고려하면 중앙정부에서 지방정부로 이양해야 할 재정규모는 10조원의 규모를 추정되었다. 따라서 지방구조 개선의 긴급과제는 10조원 규모의 지방세를 확보하는 것이라 할 수 있다. 이를 위해서는 먼저 지방소비세에서 나타나는 역진성을 완화하기 위하여 서울과 같이 재정자립도가 일정 수준을 넘어서는 지방자치단체를 예외로 취급하는 원칙을 수립할 필요가 있다고 보았다. 그리고 재원확충 대안으로는 지방소비세의 확대보다는 지방소득세 방식을 활용하되, 국세중에서 현행 지방소득세액의 200%에 상응하는 인센티브를 개별 지방자치단체에 배분하고 이를 기초자치단체의 재원으로 삼게 하는 방안을 제시하였다.

The purpose of this study is to propose alternatives of financial resource reinforcement for local governments in Korea. During the Lee Myung-bak Administration, the financial condition of local governments has become worse because of tax reduction and increased welfare expenditures, the government has introduced new local consumption tax for local finance though. Especially, increased welfare affairs transferred from central government has affected causing financial crisis of local governments. The money transferred to local governments were estimated as 10 trillion won, considering free childcare services and free school lunches etc. Therefore, one of the most pressing tasks for the local finance is to secure 10 trillion won of money as a local tax form. For the task, establishing new principle was needed, treating high fiscal self-sufficiency rate government groups like Seoul Special City exceptionally and excluding in new tax distribution In conclusion, an alternative of introducing “an incentive type of local income tax” was proposed: Central government have to distribute to each local governments 200% of local income tax amounts of the govemments.
