본 연구의 목적은 장애인복지사업의 지방이양으로 인해 지방정부의 장애인복지자원 중 자주재원의 변화추이를 살펴보고, 궁극적으로 장애인복지의 발전을 위해 지방이양에 따른 향후 장애인복지 과제를 탐색하는 것이다. 본 연구목적을 달성하기 위해 기초자료수집과 우편조사의 두 가지 방법을 사용하였다. 본 연구의 주요결과를 살펴보면 다음과 같다. 첫째, 지방정부의 장애인복지자원 변화추이를 살펴보면, 2004년 약 5,060억 원, 2005년은 약 5,746억 원으로 전년도 대비 약 704억 원 정도 증가했고, 2006년은 5,960억 원으로 전년도 대비 약 196억 원 정도 증가했다. 둘째, 지방이양에 따른 장애인복지 과제를 살펴보면, 우선 장애인복지자원관련 분권교부세의 차별적 지원, 분권 교부세 사용용도의 명확한 지침마련, 지방이양사업의 재조정 및 지방재정 자립도 향상 등이 있다. 또한 중앙정부 및 지방정부의 지방이양관련 역할로는 교육에 대한 부분과 업무매뉴얼 및 시책에 대한 부분인데, 중앙의 경우 지방이양사무에 대한 충분한 교육과 지자체에 대한 업무매뉴얼을 만드는 것이 원활한 지방이양사업을 위해 중요한 것으로 드러났고, 지방의 경우에도 담당공무원의 충분한 교육이 필요하고 무엇보다 재정확보를 위한 장기적인 계획 수립이 가장 중요한 요인으로 작용한다고 보았다. 본 연구결과를 토대로 지방이양에 따른 장애인복지의 발전을 위한 정책의 함의를 제시하였다.

The purpose of this study is to analyze transition-related devolution of independent resources of disability welfare resources to local government and explore the next disability welfare problem-related devolution for the growth of disability welfare. To achieve the purpose of this study, We use two methods, basic data collection and mail survey. The major findings of this study were followings: First, examining transition of welfare resources to local government, it is estimated about 506 billion won in 2004. And it is estimated about 576.4 billion won in 2005, with 70.4 billion won increasing by contrast with the previous year and it is estimated about 596 billion won in 2006, with 19.6 billion won increasing by contrast with the previous year. Second, examining disability welfare problems-related devolution, first of all, they include the differential support of the decentralization grant tax-related disability welfare resources, preparation of clear guide about the use of the decentralization grant tax, readjustment of devolution and improvement of the degree of local financial independence and so on. Also, the role of central and local government is the part of education and manual. In the case of central government, the important roles are sufficient education of devolution work and delivery of manual to local government and In the case of local government, sufficient education to public officials in charge and long-term plan establishment for guaranteeing finance. Through this result, we suggest politic implications for the development of disability welfare relating devolution.
