역사의 변곡점은 예고가 없다고 한다. 우리가 생각지 못한 상황에서 8.15해방을 맞이했던 것처럼 남북통일도 언제 올지 모른다. 이명박 대통령은 ``통일은 반드시 옵니다. 그날을 대비해 이제 통일세 등 현실적인 방안도 준비할 때가 되었다고 생각 합니다. 이 문제를 우리 사회 각계에서 폭 넓게 논의해 주시기를 제안합니다.`` 라고 2010년 8.15 경축사를 통해 통일 재원 확보의 필요성을 제기하였다. 이로써 분단 관리냐 통일 대비냐에 대한 공은 공중에게 던져 졌다. 그렇다면 분단관리에서 통일을 대비하기 위해서는 한반도의 통일 가능성은 어떤 수준에 있으며 통일을 한다면 어떤 형태로 할 것인가? 그에 따른 재원은 얼마나 소요될 것인가? 통일 재원의 필요성과 규모, 재원 마련 방식과 활용방안에 대한 대안을 본 논문에서 제시 하였다. 통일 준비를 위해서 재정을 확보하고 그 방법을 연구하는 것은 중요하다. 그러나 본 논문에서 제시했던 여론 조사에 의하면 세금부터 말하는 건 국민들의 부정적 반응을 증폭 시킬 수 있다. 통일세 문제와 관련, 통일재원 확보라는 큰 틀에서 재접근해 통일재원 필요성과 그 규모, 통일재원 마련 방식, 현행 남북협력기금의 발전적 활용방안 등을 종합적으로 검토하여야 한다는 점을 결론으로 제시 하였다.

It is said that there is no inflection point in history. As we met the 8.15 liberation under the unexpected situations, unification may come at any time. Mr. President MyungBak Lee raised the financial need for unification through 8.15 address marking in 2010 and said ``unification must come and it`` s time to prepare the realistic plans such as unification tax. I proposed that this issue would widely be discussed in various circles of our society.`` As a result, the ball about the division management or preparation for unification was thrown to the public. If so, what level does the possibility of unification of the Korea peninsula reach in order to prepare unification under the division management? If the Korea peninsula is unified, how should it be done? How much money will be used for unification? This paper is to propose the financing necessity and scale for unification, financing methods to prepare money and alternatives for utilization. It is important to secure the fund and study the methods. However, according to a poll presented in this paper, starting with tax could amplify the negative responses from people. This paper presented that the necessity and scale of unification finances, methods to prepare the unification finances, progressive utilization of current South-North cooperation fund should be comprehensively reviewed by re-approach with the big framework to secure the unification finances related to the issue of unification tax as results.
