북한은 수령의 유일지배체제에 의해 움직인다. 모든 권한은 수령에 집중되어 있고 당과 국가기관은 수령의 교시를 집행하는 기구에 불과하다. 그리고 수령의 노선에 반대할 수 있는 정치세력은 제거된 상태이다. 하지만 수령의 유일지배체제가 계속 유지된다는 보장은 없다. 김정일 이후 등장하는 후계자가 기존의 절대적인 권위를 유지할지 그리고 북한체제가 계속 지속될지는 미지수이다. 현재 북한에서는 기존체제에 대한 변화가 감지되고 있다. 사회 각 분야에서 개인주의적이고 자본주의적인 요소들이 생겨나고 있으며, 실용성을 추구하는 관료들이 부상하고 있다. 그리고 외부세계와의 관계 개선을 위한 노력도 보인다. 때문에 현재 북한 지배세력이 그들의 헤게모니를 계속 유지하기 위해서는 새로운 지배 형태를 창출해야 한다. 본 연구에서는 현재 북한의 통치 구조를 탐구하고 현재의 체제를 변화시킬 요인들을 검토하여 새로운 통치 유형을 전망하고자 한다. 감정적이고 외부의 시각으로 북한을 바라보는 것보다 과학적으로 분석하는 연구가 계속될 때 통일의 과정에서 발생하는 혼란이 줄어들 것이다.

North Korea is reigned by suryung`s monolithic rule. Suryung has all power and authority. The Korean Communist Party and Government are executive organs for suryung`s instructions. Political opponents who can oppose suryung`s line are eliminated. But there is no guarantee that suryung`s monolithic rule system will maintain. It is unclear whether Kim Jung Il`s successor will maintain existing absolute authority and North Korea`s political system. Now we can perceive a change of system in North Korea. Individualistic and capitalistic factors occur in each social fields and government officials who put emphasis on practicality come out. North Korea try to improve relation with the outside world. Therefore North Korean`s the ruling classes must create new government. This study search for north korea`s government and examine factors which can change North Korea`s government. Then we prospect for new ruling system. This research which is founded on scientific analysis of North Korea will help us reduce confusion which will occur during unification much better than emotional, external viewpoint of North Korea.
