As tourist demands grow, investment in tourism and leisure industry show growing trend. It was focused on the study of investment environment and validity that affect success or failure in tourism-relative business. More over, they prospect that tourist-sector will contribute a lot development to local area, income growth to local residents, induction to employment and transfortation, and so on. Cheju-island have a lot of problems which are related to change in development environment, development goal, and performance distribution. Therefore, if we want more systematic and efficent local tourism cultivation, it can be very important to analyze and prove problems caused by interests among goverment, local society, private enterprise, local resident. It points out the following suggestions by actual proofs. The smallness of finance caused the tendency of local society to depend on goverment, and resulted in the flux of investment by external investors for tourism to Cheju-island. By search of alternatives, it is demanded to establish an exclusive organization and pursue variety of method through drawing experts. Consequently, a reliable study through more systematic and practical method should be made continually in the future.
