낮은 노동 생산성, 저출산·고령화 문제, 교통 혼잡으로 인한 사회적 손실, 녹색 성장 등의 현안에 대한 해결책으로 스마트워크에 대한 관심이 고조되고 있다. 스마트워크는 정보통신기술을 이용하여 시간과 장소의 제약 없이 관계자들과 협업하고 지속적으로 업무를 수행할 수 있는 유연한 근무 형태로, 생산성 향상, 비용 절감, 삶과 일의 균형 달성 및 고용 창출의 효과가 있는 것으로 기대된다. 그러나 이러한 관심과 기대 효과에도 불구하고 국내의 스마트워크는 일부 대기업, IT 기업 위주로 도입되고 있어, 스마트워크 도입에 대한 불안감과 거부감 해소가 시급한 과제로 제시되고 있다. 본 연구는 인터뷰 기반의 탐색적 연구를 수행하여 스마트워크 활성화 촉진 및 저해 요인을 도출하고, 각 요인들의 인과관계와 영향을 분석하였다. 이를 위해 인과관계 다이어그램(Causal Loop Diagram)을 개발하여 핵심 이슈를 도출하고 그에 대한 대안을 제시하였다. 본 연구 결과를 통해 스마트워크를 도입시 발생할 수 있는 부정적인 영향을 최소화하고, 긍정적인 효과를 최대화하여 우리나라의 스마트워크 활성화에 도움을 줄 수 있을 것으로 기대한다.

There is a growing interest for ``Smart work`` to resolve problems of recent issues in low labor productivity, low birth rate, advanced age, social cost due to traffic congestion, and green growth, etc. ``Smart work`` is a type of flexible work method ex-pected to improve productivity, cost reduction, work and life balance, and job creation by continuously carrying out the daily workload with the co-workers without any limitation utilizing the information and communication technologies. However, despite this interest and expected benefits, the domestic ``Smart work`` is being introduced only by certain conglomerate and IT companies. Therefore, it is an urgent task to mitigate the sense of uneasiness and discomfort in introducing the ``Smart work``. This study, an exploratory research based on interviews, has derived factors of promoting and hindering ``Smart work`` activa-tion, and has analyzed a sequence of cause and effect for each factor. For this, the casual loop diagram was developed to de-duce key issues, and propose an alternative. The results of this study are expected to help activate ``Smart work`` in Korea, by minimizing the potential negative effects and by maximizing the positive effects of introducing ``Smart work``
