Along with the rapid demand of infrastructure and the application of PPP(Public-private partnership) mode in China infrastructure construction, serious dilemma appears in both cognition and application in China. However, the current governance mechanism of PPPinfrastructure project cannot provide effective solutions for the dilemma. Inaddition, the current research in the academic field also lacks a deepunderstanding about PPP infrastructure project governance. Therefore, this paperproposes an integrated model, pointing out that the dual-governance of contractualand relational governance interacts with PPP infrastructure project governanceperformance,and then providing policy implications. This papermainly explores the dual-governance mechanism of contractual and relational governance and its effects on PPP infrastructureprojects performance. Through discussing the relationsamong influential factors, dual-governance mechanism and PPPinfrastructure project governance performance, this paper tries to depictthe evolutionarypathways of PPP infrastructure project governance and giving correspondingmeta-government policy suggestions.
