공무원의 인적·제도적·환경적 요인이 혁신행동에 미치는 영향: 일반직 공무원의 직급별 차이를 중심으로

본 연구는 공무원의 인적·제도적·환경적 요인이 혁신행동에 미치는 영향을 직급체계를 중심으로 살펴보고자 하였다. 분석결과, 공무원의 직급체계에 따라 혁신행동에 미치는 요인이 다른 것으로 나타났다. 인적자본에서 교육수준은 1-4급, 6-9급 공무원의 혁신행동에 영향을 미치는 것으로 나타났으며, 입직 시 채용방식은 5급, 6-9급 공무원의 혁신행동에 영향을 미치는 것으로 나타났다. 제도적 요인에서 승진은 1-4급공무원의 혁신행동에 영향을 미치는 것으로 나타났으며, 교육훈련과 직무배치는 5급, 6-9급 공무원의 혁신행동에 영향을 미치는 것으로 나타났다. 환경적 요인에서 업무자율성은 1-4급, 6-9급 공무원의 혁신행동에 영향을 미치는 것으로 나타났으며, 조직문화는 1-4급, 5급, 6-9급 공무원이 혁신행동에 영향을 미치는 것으로 나타났다. 분석결과는 공무원의 혁신행동 강화 전략을 마련함에 있어 직급체계의 차이를 제고해야 함을 보여주는 것이라고 할 수 있다.

This study aims to examine the effects of human capital, institutional factor and environmental factors on innovative behavior in consideration of the rank system of government officials. The analysis found that the factors affecting innovative behavior were different according to the rank of government officials. The effects of human capital on innovative behavior are as follows. The level of education has a significant effect on the innovative behavior of the from the first grade to 4th grade and from 6th grade to 9th grade government officials. The recruitment method at the time of admission has a significant effect on the innovative behavior of the 5th grade and from 6th grade to 9th grade government officials. The effects of institutional factors on innovative behavior are as follows. Promotion has a significant effect on the innovative behavior of the from the first grade to 4th grade government officials. The training and job placement were found to have a significant effect on the innovative behavior of the 5th grade and from 6th grade to 9th grade government officials. The effect of environmental factors on innovative behavior is as follows. Work autonomy has a significant effect on the innovative behavior of the from the first grade to 4th grade and from 6th grade to 9th grade government officials. Organizational culture has a significant effect on innovative behavior of all government officials. These findings show that the difference of the rank system should be considered to strengthen the innovative behavior of the government officials.
