만약 청년들이 아무 조건 없이 기본소득을 받는다면 보다 진취적이고 모험적인 선택을 할 수 있을까? 과연 이들은 보다 행복해지고 관계를 더 잘 맺고 더 적극적으로 사회에 참여하게 될까? 이는 높은 불안정 속에서 낮은 삶의 만족도를 경험하며 유독 안정적 직업을 선호하는 한국 청년들을 대상으로 한 중요한 정책적 질문이자, 경험적 증거가 필요한 질문이다. 본 연구의 목적은 청년 기본소득 실험을 계획하는 정부나 단체가 활용할 수 있는 실험 모델을 제안하고 실험 설계 및 평가에 대한 방법론적 쟁점을 논의하는 것이다. 청년기본소득 필요성에 대한 기존 논의에서 한 단계 더 나아가 구체적인 정책실험의 선택 가능한 모형들을 제공하고 선택판단의 근거를 제공한다는 데 본 연구의 의의가 있다. 무작위로 처치·통제집단을 배정하는 진실험설계와 지역할당 방법을 사용하는 정책실험을 제안하고 그 방법론적 이슈들을 검토했으며, 급여수준과 급여방식에 따라 다른 여러 처치집단 모형의 목록을 보여주어 실험 목적에 따라 실험 모형을 취사선택할 수 있도록 하였다.

If young adults received a basic income, would they be more innovative and take more risks? Would they be happier, better able to construct healthy personal and familial relationships, and engage in more volunteer activities and social interactions? These are important policy questions because young adults in Korea face heightened economic insecurity and an uncertain future and spend a disproportionate amount of time trying to secure jobs. Importantly, these are also empirical questions that can be addressed via social experiments. This study proposes experimental design models and discusses the methodological issues associated with choices related to designing and evaluating an experimental study of basic income targeting young adults. Governments and organizations that want to implement a basic income for young adults can utilize these designs, and the information presented will help these groups make specific methodological choices. Both randomized-controlled trials and regional assignment were suggested, and several possible treatment groups with different benefit levels and types from which research groups can choose as they construct their own experiments were discussed.
