높은 무응답률과 이에 따른 조사 비용의 증가, 그리고 빅데이터의 출현 등으로 여론조사가 위기에 직면하였다. 이 연구의 목적은 여론조사에 대한 조사(surveys on surveys)를 통하여, 지난 30년간 한국인은 여론조사에 대하여 어떻게 생각해 왔는지를 상세하게 기술하는 것이다. 전반적으로 우리는 한국인의 조사에 대한 태도 및 경험이 부정적으로 변하였음을 알 수 있었다. 조사에 참여한 경험은 증가했지만, 응답자의 비밀보장에 대한 부정적 의견이 증가하고 응답률, 조사참여 즐거움, 여론조사의 유용성, 여론조사 결과의 흥미성은 감소하는 추세이다. 또한, 적어도 국민 10명 중 7명은 국민여론을 파악하기 위한 수단으로서의 여론조사 필요성에는 동의함에도 불구하고, 국민 10명 중 7명은 표본 1,500명에 대한 질문을 통해 국민전체 여론을 반영할 수 있다는 것이 불가능하다고 생각하고 있다. 표본의 대표성보다 크기를 중요시하는 인식은 크게 개선되지 않은 것으로 보인다. 향후 조사지형을 파악하는 중요한 지표인 여론조사에 대한 조사가 지속적으로 수행되고 소상하게 기록되어, 조사의뢰자 및 조사업계가 서로 협력하여 여론조사의 위기에 능동적으로 대처할 수 있는 방법을 모색하기를 기대해 본다.
Survey is in crisis due to high nonresponse rates, the increase in survey costs, and the emergence of big data. Using surveys on survey data, this paper aims to find out how Korean opinions on surveys have changed over the last 30 years. We found that, in general, Koreans' attitudes towards and experiences of surveys have changed negatively. The experience of participating in surveys has increased. However, concerns surrounding the privacy of respondents have increased. Participants' pleasure in participating in surveys, perceived usefulness of surveys, and interest in survey results have decreased with dropping response rates. Paradoxically, at least seven out of ten people agree that there is a need for public opinion polls as a means of understanding public opinion, but seven out of ten people also think that it is not possible to reflect the entire population’s public opinion by asking a sample of 1,500 people. Thus, Koreans still do not understand how sampling works. Given that surveys on surveys is an important indicator in understanding the survey climate, I hope that many surveys continue to ask about attitudes towards surveys in order to understand the negative attitudes and behaviors about surveys and to develop ways to counter these trends.
