이 글은 베트남 전쟁 중, 한국군에 의해 자행된 것으로 알려진 민간인 피해사건에 대한 것이다. 1968년 1월 구정(舊正)공세 이후, 미군 및 남베트남군과 합동작전에 참여한 한국군 청룡여단이 `괴룡1호`작전(1968. 1. 30.~2. 28.) 수행 중 퐁녓과 퐁니 마을 주민을 살해하는 사건이 발생하였는데 그 동안 양민학살이란 논란 속에서 그 실체가 제대로 밝혀지지 않았다. 그 논쟁의 쟁점은 크게 세 가지인데 현지조사와 자료를 통해 볼 때 각 이슈는 국내 언론과 사회단체들이 주장하던 내용과는 다른 요소들을 내포하였다. 첫째는 민간인 피해자 수의 규모이다. 이 사건의 피해자 숫자는 미군과 한국군의 합동조사 기록과 베트남 당사 기록 및 사건이 발생했던 지역의 박물관 기록에서도 모두 다른 통계를 나타내고 있음에 따라 이에 정확한 규명이 요구된다. 둘째는 민간인 피해자의 신원이다. 즉, 피해자들이 무고한 양민이었는지 공산혁명에 동조하는 의식화된 촌민이었는지 아니면 위장한 게릴라였는지의 여부인데 이는 당시 마을의 내부자적 관점에서 재조명될 필요가 있다. 셋째는 사건의 개요이다. 이는 지역 수색작전 중 공격을 받은 한국군의 보복성 지역주민학살 사건인지 적군을 색출하는 과정이었는지의 여부인데 이는 작전목표의 달성차원에서 재해석하는 것이 바람직하겠다.

This paper deals with a civilian massacre which has been reported to be committed by the ROKMC during the Vietnam War. The tragic affair happened in the hamlets of Phong Nhat and Phong Nhi during the `Monster Dragon Operation I(1968.1.30.~1968.2.28.).` It has stirred up a fierce controversy between the Vietnam War veterans and the progressive group in the Korean society. There are three main points of the argument. The first point is about the exact number of civilian victims. Statistical information has been different among the U.S. and Korean joint investigation team, the local history of hamlets and the exhibition materials of local museum. The second issue is about politico-military identity of the civilian victims. The concern is whether the victims were innocent people or covet pro-communist villages, armed guerrilla. The third one is about the true nature of the accident. It is also whether the ROKMC shot the victims dead as a retaliatory act or as a tactical action during the march. The paper tries to get at the truth on the basis of field research and local materials.
