세월호 사건을 계기로 국민안전처가 신설되고 청소년에 대한 안전교육이 강화되는 시점에서 본 연구는 미국의 재난안전 교육내용과 펜실베니아주 학교의 재난안전 계획 사례에 대한 분석을 바탕으로 우리나라 청소년 재난안전 교육의 올바른 방향을 모색하였다. 분석결과 도출된 시사점은 다음과 같다. 먼저, 재난안전 교육에 모든 위험 접근법을 기본적으로 적용하여 교육부의 표준지도안을 바탕으로 지역의 특수성을 고려한 체계적인 재난안전 교육이 필요하다. 둘째, 학생에 대한 교육의 효과성을 높일 수 있도록 다양한 교육수단을 활용하고 실습 위주의 교육을 실시해야 한다. 셋째, 재난 발생시 상황별 필수 행동요령에 대한 정리와 스마트폰 앱 등 매체를 활용한 보급이 필요하다. 재난안전 교육의 발전을 위해 학교 당국과 관련 부처, 연구기관, 전문가의 협업도 요구된다.

The Ministry of Public Safety and Security was established after the Sewol Ferry tragedy occurred. In addition, the safety education for students has been reinforced. This study focuses on a new direction for youth safety education based on the analysis of the youth emergency preparedness education and school safety plan in the United States. Findings of this research can be summarized as follows. First, All-Hazard Approach should be applied to youth safety education and systematic education considering the distinct characteristics of the area in the standard teaching guide should be implemented. Second, various tools of education and practice-oriented training are necessary to enhance the effectiveness of education. Third, the contingency behavioral know-how in case of emergency should be arranged and disseminated through medium such as smart phone application. In addition, interagency collaboration including schools, ministries, research institutes is critical for the development of safety education.
