이 글은 노동조합과 사회운동 연합의 형성과 성공의 요인들을 규명하려고 하였다. 연구 질문은 두 가지다. 첫째, 어떻게 연합이 노조운동과 사회운동 모두에게 호혜적이고 상호적인 연합으로 형성될 수 있는가? 둘째, 성공적인 연합이라는 운동의 결과를 낳는 결정적 요소는 무엇인가? 이 물음을 풀기 위해 서울남부지역 공단 조직화 캠페인 연합에 대한 사례연구를 수행하였다. 이 연합은 민주노총 전략조직화사업의 일환으로 결성되어 서울디지털산업단지에서 조직화 캠페인을 벌였고, 공단에 만연된 근로기준법 위반 관행을 이슈화하여 지역 노사정 공동선언을 주도적으로 이끈 성과를 만들었다. 이 글의 주요한 발견은, 비록 위협과 기회구조의 맥락적 요인들이 연합 형성을 촉진하지만, ‘상호 연합’으로의 발전과 연합의 성공을 위해서는 공동의 리더십 구축과 전략적 역량의 발휘가 중요하다는 것이다. 서울남부지역의 공단 조직화 캠페인 연합은 노동운동과 사회운동이 지역에서 어떻게 뭉쳐야 힘을 키울 수 있는지 알려주는 발견적 사례이다.

This study aims to explain which factors contribute to labor-community coalition building and its successful outcomes. Our research questions are two folds: how we can build reciprocal and mutual coalitions, and what produce successful coalition outcome. Our case study is on the formation and activities of the labor-community coalition for a union organizing campaign at the Seoul Digital Industrial Complex of Korea. As a part of the ‘Strategic Organizing Campaigns’ of the Korean Confederation of Trade Union (KCTU), this coalition raised the issue concerning employers’ breach of the Labor Standards Act, and took the lead in achieving a joint declaration to observe the labor law among labor, management, and local government. This study found that, while coalition building process is affected by contextual factors as well, the development of ‘mutual coalition’ and its successful outcomes are crucially explained by both the construct of the joint and reciprocal leadership between coalition partners, and the strategic capacities of the coalition leadership. The coalition for organizing campaign at the Southern Seoul area is a heuristic case on showing how to hold together to be powerful movement in Korea.
