최근의 보육정책은 공공성의 강화를 강조하고 있다. 이 일환으로 2005년 보육료 지원방식이 보육시설 종사자의 인건비 지원 비율을 줄이고, 보육료 지원 대상 및 지원 비율을 확대하는 내용으로 바뀌었다. 그러나 이러한 지원 방식의 변화는 그 효과에 대해 많은 논란을 불러 일으켰는데, 주요한 이유는 우리 사회에서 "공공성"의 개념에 대해 합의되어 있지 않기 때문이다. 따라서 본 연구에서는 보육서비스에서의 공공성을 첫째, 보육비용의 사회화라는 점에서 정부의 보육비용 분담률 확충으로, 둘째, 보육비용 부담의 형평성이라는 점에서 보호자의 부담 능력에 따른 보육비용 부담의 차등화로 정의하고, 이를 기준으로 보육료 지원방식의 변화가 "공공성"의 강화에 어떤 영향을 미쳤는지를 평가하고자 한다. 본 조사에서는 보육시설 유형별로 7개의 어린이집을 선정하여, 보육료 지원방식 변경 전후인 2004년과 2005년 3-8월의 재정현황을 파악하였다. 조사 결과 정부의 보육비용 분담 비율과 보호자 부담능력에 따른 비용의 차등화라는 두 가지 측면 모두에서 "공공성"이 크게 강화되었음을 알 수 있었다. 구체적으로 살펴보면 첫째, 보육료가 인상되었음에도 불구하고 실제 보호자가 부담하는 보육료가 감소하고 총 보육비용 중에서 보호자 부담률이 낮아지고 정부 부담률이 높아졌다. 둘째, 차등보육료를 지원받는 아동 수가 크게 증가한 것으로 보육비용 부담의 형평성이 높아졌다고 할 수 있다.

Ministry of Gender Equality and Family recently changed the policy on expenditures for child care. The subsidy rate for personnel expenses was reduced, while those whom were subsided were expanded and subside rate were increased. In this study, the effects of the changes of expenditures on publicity were analysed. Publicity of child care, in this study, is defined in two aspects; the rate of government child care expenditure against the total costs in the respects of socialization of child care costs; and the differentiation of child care fees according to parents` income in the respects of equity. The results of the study are as follows; First, the changes of expenditures for child care cost reduced the rates of parents` share while increased the rates of government`s share. Second, equity was raised in that the numbers of childs who were subsidized. In conclusion, the changes of child care expenditure strengthened the publicity of child care services.
