본 논문은 최근 이슈가 되고 있는 제3세대 이동통신서비스인 IMT-2000 서비스의 상용화 도입시기에 대해서 체계적인 연구를 시도하였다. 크게 (ⅰ)국가경쟁력 측면 (ⅱ)수요 측면 (ⅲ)공급 측면 등의 3가지 측면으로 나누어 다각적인 요인별로 분석하였다. 그 결과 세계 3G서비스 시장에서의 선점효과와 서비스 발전이 통신기기산업의 경쟁력에 미치는 영향 등에 보다 비중을 둔다면 2003년 상반기 정도에 도입하는 것이 바람직하며, 2.5G 서비스의 전망을 포함한 IMT-2000서비스에 대한 수요 전망, 사업자의 수익성 흐름 등을 비중 있게 고려하면 2004년 상반기 이후가 적합한 것으로 나타났다. 종합적으로 검토해볼 때 우리나라의 IMT-2000서비스는 `2003~2004`년에 도입하는 것이 바람직한 것으로 결과되었다. IMT-2000서비스의 도입시기는 단순히 사업자들의 수익성에 영향을 미치는 것에 그치지 않고 향후 우리나라 통신산업의 경쟁력과 통신시장 구도의 향배에 직결되는 주요 변수인 만큼 종합적인 분석 하에 검토되어야 할 사안이다.

This paper studies the proper introduction time of IMT-2000 service, 3G telecommunication service. It analyzes various relevant factors in three aspects: (ⅰ)national competitiveness (ⅱ)demend side (ⅲ)supply side. As a result, it is more desirable to introduce IMT-2000 service in the first half of 2003 if first mover advantage and the influence of service development on equipment industry are prior concerned, while the second half of 2004 or later is more desirable if the market forecasting and the profitatility flow of the service prior concerned. It therefore suggests that introducing IMT-2000 service into market in the period of 2003~2004 is most desirable. Determining IMT-2000 service introduction time is a critical task since it affects not only the profitability of service provider but also the competitiveness of telecommunication industry and its market structure.
