우리나라는 자영업자의 비율이 높은 편이며, 그 비율은 OECD 가입 나라들과의 비교에서도 마찬가지이다. 자영업자의 비율이 높다는 것이 나쁜 것은 아니지만, 자영업 선택의 이유가 새로운 기회의 추구가 아닌 다른 이유, 예를 들어 낮은 생산성으로 인한 낮은 임금 등이라면 바람직한 것으로 볼 수 없다. 우리나라의 경우, 자영업을 선택하는 이유는 생계를 위해서 선택하는 경우가 높았으며, 특별한 기술이 없고, 연령이 높으며, 자영업 외에 노후소득보장을 위해서 공적연금이나 개인연금 등에 가입하지 않은 자영업자의 비율이 높다.
현재 우리나라는 기초생활보장제도와 기초연금 그리고 국민연금을 운영하고 있으며, 퇴직연금을 통하여 노후생활에 안정을 꾀하고 있다. 그러나 자영업의 소득이 낮을수록 공적연금인 국민연금 가입률이 낮고, 개인연금 가입률도 낮은 것으로 보고되고 있다. 또한 노란우산공제제도를 통하여 폐업이나 사망 등의 경우 소상공인의 생활안정에 기여하고 있으나 영세자영업자는 배제되고 있는 형편이다. 외국의 경우 자영업자를 임금노동자로 인식하는 시각과 개인사업자로 보는 시각으로 나뉘어 있다. 보는 시각에 따라 운영하는 방식도 다양한데, 공적연금과 기초연금을 기초로 하고, 개인연금을 통하여 소득을 보장하고 있다. 그 외에 실업급여와 실업부조제도로 생활안정을 지원하고 있다.
우리나라는 일반체계 안에서 자영업자의 노후소득을 보장하고 있는데, 좀 더 체계적인 지원을 위해서는 자영업자의 소득을 명확히 파악하여, 공공부조나 사회보험의 도움을 받을 수 있도록 해야 한다. 사회보험을 지원받을 경우 소득규모별로 자영업자가 기여하는 수준과 정부지원 여부 및 지원수준을 설정해야 한다. 또한 영세자영업자도 두루누리제도의 지원을 받을 수 있도록 운영방안을 확대해야 하며, 소득별, 분야별 차별적인 프로그램 지원이 필요하다.
Korea has a high proportion of self-employed people ; which is also high compared to OECD member countries. A high percentage of business owners could not be bad, but undesirable not because self-employed people are seeking new opportunities, but because either they can’t find jobs or their labor productivity is uncompetitive. In Korea, the reason for high self-employment rate is just for a living ; they have no job skills or they are the elderly, or they do not subscribe to public or private pensions to guarantee their retirement income.
Currently, Korean government operates ‘Basic Living Security System, Basic Pension, and National Pension’ to stabilize the people’s retirement life. However, the lower the income of self-employed people, the lower the National Pension subscription rate ; the individual pension subscription rate is also low. The ‘Yellow Umbrella Deduction System’ also contributes to the stabilization of the livelihood of small business owners in case of closure or death, but the benefit is not given to small business operators. In foreign countries, there are two views for the characteristics of self-employed people : wage earners and individual workers. Accordingly, the operating system differs : supporting income security through public and basic pensions or personal pensions. The government also supports the stabilization of living through unemployment benefits and unemployment assistance.
In Korea, the policy should be readjusted so that the self-employed could be provided more systematic supports from public assistance or social insurance based on more clear identification of their income : they can get help or support by income scale. In addition, the ‘Durunuri Social Insurance System’ should be reorganised in terms of subdivision or differentiation by income levelto expand supports for small business operatiors.
