후쿠시마의 비극적인 사고 이후 원자력에너지의 안전한 사용에 대한 동북아시아 내 지역협력의 필요성이 계속해서 제기되고 있지만, 이와 같은 문제의식이 실질적인 협력으로 발전해 나아가는 데 있어 한계를 보이고 있다. 이는 동북아시아 국가 간의 대립하는 이익 구조에서 기인한다고 할 수 있다. 하지만 국가 간 협력을 요하는 중요한 의제들은 국가이익의 대립을 수반하는 것이 필연적이며, 그럼에도 불구하고 사안에 따라 협력이 진전되기도 답보상태에 머물기도 한다. 이에 본 연구는 국가 내부 혹은 국가 간 핵심적인 인식의 요소인 관념에 대한 논의를 통해 원자력에너지의 안전한 사용에 대한 동북아시아 협력을 분석하고자 한다. 관념은 협력을 저해하는 국가 이익과 상호작용하여 갈등적 이익구조를 변화시키며, 이러한 변화는 다시 개별국가들의 협력 동인에 영향을 미칠 수 있기 때문에 국제협력에 있어 관념에 대한 논의는 중요한 의미를 갖는다. 결론적으로 동북아시아 협력은 제도적인 기반이 형성되어 있음에도 불구하고, 국가들의 이익이 대립하고 있으며 이익을 조정할 관념의 확산이 미비하여 기초적인 수준에 머무르고 있는 것으로 판단된다. 하지만 한·중·일 3국의 경우 관념을 형성할 전문가집단으로서 인식공동체가 친(親)원전과 반(反)원전으로 양극화되어 중간적 의제인 원자력에너지의 안전한 사용에 대한 논의는 제한적으로 이루어지고 있음을 알 수 있다. 이에 인식공동체 간 대립을 완화하고 중간적 의제로서 원자력에너지의 안전한 사용에 대한 지속적인 논의와 관념의 형성을 통한 동북아시아 협력 동인의 마련이 필요하다.

In spite of global emphasis on international and institutional level cooperation in secure usage of nuclear energy after the tragic incident of Fukushima Daiichi nuclear disaster, the cooperation is evaluated to have remained hitherto superficial. While conflicting interests among nations account for the contemporary landscape of stalemate, historic cases that surmounted differing conflicts and promoted regional cooperations demonstrate managing idea was one of key factors for the successful cooperative culture. Since idea is capable of influencing structure of political dynamics of the region and thus guide national actors to promote cooperation, this paper considers both structure of interest and ideas and their interplays in analyzing impediments concerning the issue. The result unfolds the level of cooperation and understanding of the region remain in rudimentary stage due to discordant voices of epistemic communities and consequent limited shared norms and principles in transnational level. Continuous debate among inimical communities and development of reconciling agendas are required for promoting regional cooperation.
