연구목적: 현재 거의 모든 사람들이 디지털 기기를 사용한다. 디지털 기기는 생활의 편리성과 기술의 생산성적 측면에서는 놀라울 정도로 성과를 거둘 수 있다. 반대로 디지털 기기가 발달될수록 상대방 컴퓨터나 정보기술을 해킹하거나 악성프로그램을 의도적으로 설치하여 컴퓨터 시스템과 정보통신망을 무력화하는 사이버테러의 범죄수준이 높아지고 있으며, 누구나 위험에 처할 수 있다. 더욱이 4차 산업혁명 시대에 도래됨에 따라 기존의 사이버대응 및 협조체계로는 부족하며 물리적공간과의 통합을 위한 진화된 체계가 필요할 것으로 생각된다. 연구방법: 사이버테러에 대한 사례연구와 네트워크의 환경변화를 분석하여 미래의 사이버테러를 미연에 방지한다. 해킹은 초기에는 개인의 호기심으로 컴퓨터와 컴퓨터간의 네트워크를 침범 하는 수준이었다. 하지만 지금은 단순 범죄 수준을 넘어 치밀하고 의도적으로 타인의 컴퓨터시스템에 강제로 침입하여 수많은 불법 행위가 많아지고 있다. 결론: 본 논문에서는 사이버테러에 관한 법률과 사이버테러 현황 및 유형을 분석하여 국가적 안전 확보에 대해 논하였다.
Purpose: Currently, most everyone uses digital devices. Digital devices can achieve remarkable results in terms of living convenience and technological productivity. On the contrary, as digital devices develop, the level of cyber terrorism that disables computer systems and information and communication networks by hacking into other computers or information technology or intentionally installing malicious programs is increasing, and anyone can be in danger. Methods: Moreover, with the advent of the Fourth Revolution, the existing cyber response and cooperation system is not enough, and an advanced system for integration with physical space is needed. Result: Hacking was initially a level of intruding into the network between computers and computers out of personal curiosity. But now, beyond the level of simple crime, it has been meticulously and deliberately forced into other people's computer systems, increasing the number of illegal activities. Conclusion: Therefore, in this paper, we would like to analyze the laws on cyber terrorism and the cases and problems of cyber terrorism and discuss future safety that will unfold in the future.
