연구목적 : 이 연구에서는 국제사회의 대북무역제재 강화와 지속에 따른 북한 경제상황의 악화 및 COVID-19 확산에 따른 북한의 사이버 테러의 특성 변화에 보다 주목했다. 이에 이 연구의 목적은 최근 북한 사이버 테러의 특성을 분석하고 이에 대한 시사점을 모색하는 것이다. 연구방법 : 이 연구는 북한 사이버 테러 및 공격 관련 국내외 언론보도 자료와 연구보고서, 관련 선행연구의 분석을 통한 문헌연구방법으로 수행되었다. 결론 : 최근 북한의 사이버 공격 및 테러의 양상 변화의 분석결과, 1) 북한은 지능형지속위협(APT) 공격, 보안 메일 체크 프로그램으로 위장한 악성파일 유포, 그리고 적극적으로 다양한 분야에서 국내 정보수집, 2) 불특정 다수를 대상으로 무차별적으로 사이버 공격과 테러 자행, 3) 사이버 범죄를 포함한 사이버 불법 행위를 통한 수익적 활동을 확대하고 있는 것으로 나타났다. 시사점으로는 1) 법적·제도적 장치의 보완, 2) 사이버 위협 경보체계 마련, 민관군, 그리고 국제협조체계의 구축과 유지, 3) 사이버 테러 대응 전문인력 양성을 위한 국내 대학 및 대학원 교육비지원과 장학제도 마련, 4) 사이버 테러 사례 및 ᆞ수법의 체계적 분석, 피해의 사전 예방을 위한 대국민 경각심 제고를 제언했다. 끝으로 이 연구의 한계와 함께 향후 관련 연구를 위한 제언을 제시하였다.
Purpose: In this study, more attention was paid to the deterioration of the economic situation in North Korea due to the strengthening and continuation of trade sanctions against North Korea by the international community and the change in the characteristics of cyber terrorism in North Korea due to the spread of COVID-19. Therefore, the purpose of this study is to analyze the characteristics of recent North Korean cyber terrorism and seek implications for this. Methods: This study was conducted as a literature research method through analysis of domestic and foreign media reports and research reports related to North Korean cyber terrorism and attacks, and related prior studies. Conclusion: As a result of analysis of recent changes in the patterns of cyber attacks and terrorism in North Korea, 1) North Korea has APT attacks, disseminates malicious files disguised as security mail check programs, and actively collects domestic information in various fields; 2) unspecified many It was found that profitable activities are being expanded through cyber attacks and terrorism indiscriminately targeting; and 3) cyber illegal activities including cyber crime. Implications include: 1) supplementation of legal and institutional mechanisms; 2) provision of cyber threat warning systems, establishment and maintenance of public-private military and international cooperation systems; 3) support for domestic university and graduate school education expenses and scholarship programs to cultivate experts in responding to cyber terrorism; and 4) systematic analysis of cyber terror cases and ᆞmethods, raising public awareness for preliminary planning of damage. Finally, the limitations of this study and suggestions for future related studies were presented.
