3.11 동일본대지진 이전에도 일본에서는 1970년대부터 원자력발전소의 방사능 누출사고와 원전의 다양한 문제를 그린 ‘원전문학’이 연이어 창작되었다. 특히 본 논문에서 고찰한 원전 관련 문학은 원자력발전소가 건설되어 운전에 들어가면서 다양한 형태의 방사능 누출사고가 존재하였고, 원전 관계자나 추진자들은 이러한 위험성을 적극적으로 은폐하고 홍보와 여론 관리를 통해 이에 대한 책임을 회피하고자 하는 모습을 생생하게 그리고 있다. 원자력발전소는 여러 종류의 결함이 존재하고 따라서 반복적으로 운전을 중지하거나 수리하는 일이 자주 일어났으며, 일본 문학자들은 방사능 물질을 대기에 방출하는 일이 일어나고 있음을 직시하였다. 더구나 원자력발전소의 원전사고를 같은 원자핵(原子核)의 문제인 히로시마와 나가사키의 원폭투하와 피폭자 문제와 연계하여 상상하면서 원전의 위험성을 적극적으로 부각하고자 하였다. 이러한 일본현대문학자들이 원전 관련 작품을 창작한 이유는 바로 이러한 위험성을 고발하고 이를 독자들에게 제시하고자 하였던 셈이다. 그럼에도 불구하고 원전을 유지시켜야 한다는 입장의 사람들은 원전을 ‘평화일본의 상징’이라거나 전력이 곧 국가라는 인식을 통해 이에 저항하는 사람들을 국가의 반역자라는 이데올로기를 통해 억압하고자 하였다. 바로 이러한 논리가 지진 다발국가인 일본이 원전의 잠재적 위험성을 등한시하는 배경이 되었으며, 일본은 그러한 문학작품이 제시하는 교훈을 살리지 못하고 3.11 당시 후쿠시마 원자력발전소의 방사능 누출사고라는 전대미문의 사태를 맞이하였던 것이다.

Even before the Great East Japan Earthquake of 2011, ‘Literature of Nuclear Power Plant’ was created in various forms that depicted nuclear power plant radiation leaks and various problems in nuclear power plants. In particular, the literature related to nuclear power considered in this paper described that various types of radioactive leaks existed after the nuclear power plant was built.In addition, in these literary works, it is vividly depicted that the officials of the nuclear power plant are actively trying to conceal this accident and avoid responsibility for it through public relations and public opinion management. Moreover, modern Japanese novelists tried to highlight the dangers of nuclear power plants by imagining the accident of a nuclear power plant in connection with the atomic bombing and atomic bombing problems of Hiroshima and Nagasaki, which are problems of the same atomic nucleus. The reason why these modern Japanese novelists created works related to nuclear power was to indict this danger and present it to readers. Nevertheless, those who wanted to keep the nuclear power plant recognized that the nuclear power plant was a “peace of Japan symbol” or that power is a nation. They also sought to suppress those who resisted the nuclear power plant through the ideology of the country’s rebels. This is the reason that Japan, an earthquake-prone country, neglects the potential dangers of nuclear power plants. And Japan did not take advantage of the lessons presented by such literary works, and at the time of 3.11, the Fukushima Nuclear Power Plant faced an unprecedented incident of radioactive leakage.
