지난 몇 년간 겨울철 미세먼지 이슈가 한국을 휩쓸었다. 한국은 미세먼지 농도를 확인하고 외출 시 마스크를 챙기는 것이 일상이 되었으며, 정부에 미세먼지 대책을 촉구하는 여론이 높아졌다. 겨울마다 양국의 언론과 여론은 상대에게 노골적인 비난을 쏟아내고 있지만, 2019년 현재도 근본적 개선이나 대책은 요원하다. 2019년 6월, 여름을 맞아 미세먼지 문제는 잠시 우리의 시선을 벗어나 있지만, 머지않은 11월 미세먼지 관련 한중 공동 연구 보고서가 발간되고 본격적인 겨울철이 시작되면 이 문제는 곧 다시 불거질 것이다. 그런데 지금까지 전개된 감정적인 논쟁이 과연 문제 해결에 도움이 되는 지에 대해서는 의문이다. 해당 이슈에 대한 관심과 조명은 분명히 필요하다. 그러나 한국은 중국과 인접한 국가라 대기, 바다 등을 공유할 수밖에 없는 상황이다. 때문에 오염 유발 책임 소재나 비율이 어떻든 중국의 관심과 적극적 행동이 없다면 문제의 근본적 개선과 해결은 요원하다. 또한 중국에게 전향적 인식과 개선의 노력을 강제할 권리가 한국에는 없다. 이에 본 논문은 문제 해결을 위해 필요한 것은 관련국 공동 인식과 오염 저감을 위한 협력이라 생각하며, 우리에 필요한 사고전환과 해결 방안을 고민하고 시사점을 찾고자 한다. 그리고 이를 위해 중국은 월경성 환경오염 문제를 어떻게 바라보고 있으며 그간 국제환경협력에 어떻게 대응해왔는지를 살펴보려 한다. 나아가 현재 달라진 국내외 정세를 감안, 한국이 미세먼지 문제의 완화나 개선을 위해서는 어떻게 문제를 인식하고 중국과의 협력에 접근해야 하는지 간단히 논해보려 한다.
In the past few years, the fine dust issue has swept Korea. In Korea, it has become a daily routine to check the concentration of fine dust and wear a mask when going out, and the public is increasingly urging the government to take measures against fine dust. The media and public of both countries have blatantly blamed each other every winter, but fundamental improvement and countermeasures are still far-off as of 2019. In June of 2019, the fine dust problem is hidden out of people’s sight for a while, but the problem will soon be resurfaced when the Korea-China joint research report on fine dusts is published in November and winter comes near. But it is doubtful whether the emotional debate so far has helped solve the problem. The issue is clearly needs to attention. However, Korea is a country closest to China and has no choice but to share the air and the sea. Therefore, if there is no China's action and cooperation, regardless of the cause or proportion of pollution-causing liability, the improvement and resolution of the problem are impossible. Korea is also no right to enforce China's proactive recognition and improvement efforts. Therefore, this paper contends what is needed for problem solving is cooperation for common realization and pollution abatement of related countries, also attempts to address change of thought, solutions and implications. To this end, this paper will consider Chinese methods how it addresses the issue of environmental pollution and how it has responded to international environmental cooperation. In addition, considering the current situation at home and abroad, this paper intends to discuss how Korea should recognize the problem and approach cooperation with China in order to mitigate or improve the fine dust problem.
