식민지와 제국의 여성운동, 그 접점과 간극 - 경제적 해방과 모성 보호 문제를 중심으로 -

이 논문의 목적은 1920년대 중반 조선을 방문했던 일본 여성운동자 오쿠 무메오(奧むめお)와 스미이 미에(住井美江)의 강연록 및 방문 관련 기록을 통해 당대 식민지 조선과 제국 일본의 여성운동의 사상을 비교, 검토하는 것이다. 1920년대는 전세계적으로 여성 해방 운동의 흐름이 거센 시기였으며, 이러한 세계적 조류는 일본은 물론 식민지 조선에까지 영향을 미쳤다. 또한 가부장제의 억압을 벗어나지 못한 채 급격한 자본주의적 흐름에 휩쓸려 들어가게 된 “동양부인”의 연대가 강조되기도 했다. 이러한 배경 속에서 당시 일본 여성운동계의 저명 인사였던 오쿠와 스미이가 1925,6년 연이어 조선을 방문하여 연단에 오르고 조선의 여성운동자들과 교류를 이어갔다. 이들의 강연이나 인터뷰에서 주로 강조되었던 문제는 여성의 경제적 해방, 즉 여성의 직업 활동이었다. 이와 같은 경제적 해방의 문제는 조선의 여성운동계에서도 매우 긴요한 화두였다. 여성의 경제적 권리 획득을 위하여 여성의 직업 및 교육 문제, 여성의 노동 조건 개선 등 다양한 문제가 여성운동의 주제로 등장하게 되었다. 특히 교육의 권리는 경제적 해방의 문제와 연결되면서 전시대에 비해 더욱 절실한 문제로 제기되었다. 경제적 해방을 위한 여성의 직업 활동은 한편으로는 모성 보호와도 깊이 연결되어 있는 문제였다. 일본에서 모성 보호 담론에 대한 입장이 크게 히라쓰카 라이초(平塚らいてう)를 중심으로 한 입장과 요사노 아키코(與謝野晶子) 등의 여권론의 주장으로 나뉘었으며, 관련 논란은 1920년대 중반까지 지속되기도 하였다. 오쿠 역시 히라쓰카와 마찬가지로 ‘진정한 어머니’가 될 자유와 권리를 주장하며, 모성 보호의 필요성을 강조하였다. 조선 여성운동계에서 모성의 보호를 가장 강력하게 주장했던 것은 박원희였다. 박원희는 모성 보호의 중요성을 강조하면서도 이를 좀 더 실용적인 관점에서 접근하였다. 엘렌 케이(Ellen Key)의 모성 보호 담론의 영향을 받았다는 점에서는 히라쓰카나 오쿠와 흡사했으나 그 구체적인 실현에 접근하는 방식도 주체도 달랐다. 박원희는 여성이 남성과 평등하게 경쟁하기 위해 모성 보호가 필요하다고 보았다. 그리고 박원희에게 이는 국가에 의해 자연스럽게 주어지는 것이 아니라 치열한 투쟁을 통해 획득해야 할 목표이자 운동의 강령이었다. 이렇듯 박원희를 비롯한 조선의 여성운동자들은 일본 여성운동계의 영향을 받았던 동시에 식민지라는 제한된 상황 속에서 여성 해방 문제에 어떻게 접근해야 할지를 절실하게 고민했던 것이다.

The purpose of this paper is to compare the thoughts of the Japanese women's movement during the colonial period of the 1920s with those of Japanese women's activists Oku and Smii, who visited Chosun in the mid-1920s The 1920s were a period of intense women's liberation movements around the world, and these global trends affected not only Japan but also colonial Korea. It was also emphasized in Chosun and Japan that the solidarity of the “Oriental woman” suffered by rapid capitalism while failing to escape the oppression of the patriarchal system. Against this backdrop, a Japanese women's activist visited Chosun to give a lecture and interacted with women's activists in Chosun. The Japanese women's movement, including Sumii and Oku, was focusing on the suffrage movement at that time, but the women's movement in Chosun was well aware of the Japanese women's activists and women's activists who visited them to see that they could not make such claims. Instead, the problem that was mainly emphasized in their lectures or interviews was the economic liberation of women, or the professional activities of women. As such, the issue of women's economic liberation in the Chosun and Japanese women's movements was commonly recognized as a very important issue, but the details showed a difference. The economic liberation of women was directly linked to the job problems of women, which were also deeply linked to maternal protection. In Japan, positions on motherhood protection were divided into pros and cons. The former was mainly claimed by Hiratsuka, and the latter was alleged by the feminists, represented by Yosano. In comparison with them, Park Won-hee, who was the strongest voice in Chosun on the issue of maternal protection, approached the issue from a more practical perspective. It was similar to Hiratsuka and Oku in that they were influenced by Ellen Kay's maternal protective discourse, but the way they approached the specific realization was different. Park Won-hee and other women's activists in Chosun were influenced by the Japanese women's movement, but they were desperately agonizing over how to approach women's liberation under the limited framework of colonization.
