본 연구는 구체적 모형 설계를 통해 청년기본소득 제공 전·후 청년들의 소득분배와 빈곤에 미치는 효과를 예측하고자 하는 목적을 가지고 있다. 또한 청년 빈곤은 이들을 부양하는 부모세대의 빈곤으로까지 이어질 수 있는바, 해당 청년들을 자녀로 둔 부모세대의 소득분배 및 빈곤 문제에 어떠한 변화가 있는지도 동시에 검토하고자 하였다. 분석을 위해 월 25만원과 월 50만원을 제공하는 모형을 상정하였으며, 통계청에서 수집한 2018년 2분기 「가계동향조사」를 활용하여 소득재분배와 빈곤완화 효과를 예측하였다. 분석 결과 청년기본소득 수급 당사자인 19~29세 청년들에게서 제도 시행 시 지니계수와 앳킨슨지수에서 긍정적인 변화가 확인되었다. 또한 청년기본소득이 청년세대의 소득불평등을 완화할 뿐만 아니라 부모세대의 소득불균형까지 어느 정도 해소해주는 역할을 하는 것으로 나타났다. 본 연구결과 이처럼 소득분배의 개선뿐 아니라 빈곤 문제에서도 청년기본소득은 청년과 그 부모세대의 완화시켜주는 역할을 하는 것으로 확인되었다.

The purpose of this study is to find out how Youth Basic Income (YBI, hereafter) will bring changes in income distribution and poverty among young people and their parents. This study designs two specified models. One model is designed to provide KRW 500,000won on a monthly basis, while the other is designed to pay KRW 250,000 won to all the young people aged between 19 and 29 residing in South Korea. To estimate, this study used the Korean Household Income and Expenditure Survey for the second quarter of 2018. Since this study tries to examine the effects of YBI both on young people and their parents, the sample of young individuals aged 19 to 29 as well as that of those parents whose sons or daughters fall into the relevant age category are chosen from the original dataset. The results of the study suggest that young people as well as their parents would be better off with YBI, which elevates the level of autonomy among the recipients to make an unconditional decision on their life, rather than with the current rigid and selective employment-oriented policies.
