본 논문은 BATNA 중 하나로서 군사적 옵션을 인식 및 활용함으로서 북한의 비핵화를 위한 외교적 노력을 지원하고, 그것이 실패하더라도 국민들을 보호할 수 있는 방책을 준비해야 한다는 문제의식에서 작성되었다. 이를 위하여 선제와 예방의 개념을 비교하였고, 한국과 미국에서 이 두 가지 개념을 어떻게 적용하고 있는 지도 비교하였다. 분석의 결과, 한국은 지금까지 타격의 정당성에만 초점을 맞추어 선제타격 즉 킬 체인에 집착함으로써 비핵화를 압박하는 효과를 기대하기 어렵다고 판단되었다. 대신에 미국은 평시에 실시하는 예방타격을 염두에 두고 있어 비핵화 압박효과가 큰 BATNA로 기능하고 있음을 발견하였다. 이제 한국은 북한의 진정한 비핵화를 압박하기 위해서는 선제타격이나 예방타격과 같은 군사적 옵션의 활용이 불가피하다는 점을 인식할 필요가 있다. 그리고 이에 관한 미국과의 협의를 더욱 강화하고, 킬 체인의 역량을 더욱 강화하며, 나아가 군사적 옵션이 실패할 경우 피해를 최소화하기 위한 탄도미사일방어와 대피소 구축 등에도 노력해야 한다. 군사적 옵션에 대한 적극적 논의로 비핵화 협상의 성공을 지원할 필요가 있다.

This paper is written to find out a possible solution, which supports the diplomatic efforts for the North Korean denuclearization and protects South Korean people, even if the negotiations over the denuclearization fails. For this purpose, it compares concepts of a preemptive strike and a preventive strike and applications of them by South Korea and the U.S. respectively. As a result, this paper concluded that South Korea could not expect the compelling effects of its preemptive strike option, Kill Chain, because it focused too much on the legitimacy of the option. On the contrary, the U.S. had used its potential military options including a preventive strike option, as its BATNA for its denuclearization negotiation with North Korea. South Korea should recognize the necessity to employ the preemptive and/or preventive strike options to compel North Korea to make a real denulclearization efforts and needs to cooperate with the U.S. on military options and reinforce its Kill Chain capabilities. It also needs to strengthen ballistic missile defense and establish nuclear shelters to minimize the damage from a possible North Korean nuclear attack. South Korea should not be bound too much to the legality and risk of the defensive strikes, which could be the second worst to a North Korean nuclear attack.
