북한은 2018년 신년사를 통해 핵·미사일 개발에 박차를 가하여 ‘국가 핵무력 완성’을 기정사실화 하고 책임있는 핵강국으로서 전쟁 억제력을 보유하였다고 선언했다. 북한은 핵·미사일을 대량생산하여 실전배치를 강행해 나갈 것이며 절대 핵을 포기 하지 않을 것으로 판단된다. 이런 엄중한 상황에서 새로운 북핵 폐기와 한반도 비핵화 방안을 모색해야 한다. 이에 본고에서는 북한체제의 특수성을 감안하여 한반도 비핵화를 달성하기 위해서는 핵포기의 통 큰 정책결정을 할 수 있는 북한 최고지도자 김정은의 인식전환이 중요하며, 김정은의 인식을 전환하기 위해 자크 하이만스의 ‘지도자 정체성 모델’에 주목하였다. 하이만스는 지도자 정체성 모델을 통해 한 국가가 핵무장을 추구함에 있어 정치지도자의 정책결정이 중요한 요소라고 강조하였다. 북한체제의 특성상 북한의 핵무장 추구에 있어 북한 김정은의 판단이 결정적이기 때문에 김정은의 정체성을 분석하고 활용하여 김정은을 공략포인터로 활용하는 방안을 강구해야 할 것이다. 북한 김정은의 정체성은 지도자 정체성 모델에 의해 상대적 힘에 대한 인식과 공동 정체성에 대한 인식으로 분석할 수 있다. 상대적 힘에 대한 인식의 전환을 위해 ‘애민의 지도자상(像)’과 백두혈통의 우상화와 3대 세습의 정통성, 책임있는 핵강국에 대한 허구와 약점을 공략해야 할 것이다. 그리고 공동 정체성에 대한 인식의 전환을 위해 한반도 비핵화와 북핵 불용 원칙을 고수하고, 남북정상회담 추진과 견고한 한·미동맹을 바탕으로 북핵 폐기 로드맵을 견인해야 할 것이며, 한반도 비핵화를 위해 중국과 러시아 등 주변국과의 긴밀한 협력을 위해 다각적인 외교적 노력을 강구해야 할 것이다. 북한의 유일지배체제의 특수성을 감안한다면, 위협인식의 주체도 김정은이고, 인식을 전환할 수 있는 주체도 김정은임을 고려하여 새로운 패러다임과 다각적인 노력으로 김정은의 셈법을 바꾸고 인식을 전환시켜 한반도 비핵화를 달성할 수 있도록 해야 할 것이다.

NK has spurred the development of nuclear and missiles and proclaimed the completion of the national nuclear armed forces in new year’s address. NK will massively produce nuclear weapons and missiles, and will deploy nuclear weapons and will not give up nuclear weapons. Under such a severe situation, we should seek a new paradigm to dismantle the NK’s nuclear weapons and denuclearize the Korean peninsula. In this paper, in order to achieve the denuclearization of the Korean peninsula in consideration of the specificity of the NK regime, it is important to change the perception of Kim Jung Eun and pay attention to Jacques E. C. Hymans' ‘leader’s identity model’. Through the leader’s identity model, Hymans determined that the decision of a political leader is an important factor in a nation's nuclear arsenal. Therefore, it is effective to analyze Kim's identity and utilize it as a pointers. In order to change the perception of relative power and shared identity fictitious and weak points should be addressed to Kim’s identity. Considering the specificity of NK, Kim Jung Eun should induce the change of perception and achieve denuclearization of the Korean peninsula.
