이 연구는 1972년 이전 체육특기자제도의 변화를 추적한다. 제도의 점진적, 경로의존적, 비효율적 진화에 주목하는 역사적 제도주의의 관점에 의거하여, 해방이후부터 72년도까지의 신문보도, 관계법령 및 체육원로와의 인터뷰 자료를 분석하였다. 이를 통해 특기자제도가 72년에 신설되었다고 주장하는 기존 관점의 오류를 바로잡고, 이 시기 특기자제도의 변화양상에 대해 다음과 같은 분석결과를 제시한다. 첫째, 일제 하 전문학교 시절부터 있었던 스카우트 관행은 해방 후 팽창하는 대학의 이해(interests)와 뛸 곳 없는 선수들의 이해가 결합하면서 체육특기자 진학특혜로 이어졌다. 둘째, 정부가 대학입시에 직접 관여하기 시작한 62년부터, 체육특기자 진학특혜를 입시제도에 편입시키려는 `정부` 대(對) 시험으로부터 예외를 요구하는 `대학 및 체육계`의 이해가 지속적으로 갈등한다. 셋째, 이러한 긴장은 70년대 초반 예비고사 응시를 의무화하면서도 그 결과와 무관하게 특기자를 선발할 수 있도록 하는 모순된 법적 근거를 마련함으로써 해소된다. 그 결과 특기자제도는 스카우트라는 실질적 성격을 유지하면서도 입시제도라는 형식 내로 완전히 자리하게 된다. 이 연구는 특기자제도의 궤적을 역사적 제도주의의 관점에서 살펴봄으로써 기존의 72년 도입설이 간과한 대학과 체육계의 이해를 발굴할 뿐 아니라, 특기자제도와 같은 사회제도가 국가와 같은 권력기관의 단일하고 합리적인 기획에 의해 일시에 생겨나는 것이라기보다, 복수의 기원과 분기를 거치는 동안 다양한 이해의 결합과 갈등에 의해 비정형적으로 진화해 나가는 것임을 보여준다.
Drawing upon historical institutionalism, this study examines the evolution of the Sport-specialty Student System (SSSS) before 1972. A qualitative analysis was conducted on data from media coverage, statutory regulations and in-depth interviews with two doyens of the Korean sporting world, revealing the following results. First, the practice of sports scouting for recruitment into colleges existed even during the Japanese colonial era and led to the practice of athletes` special admission into universities after liberation in 1945. This was made possible by common interests of `universities on a rapid rise` and `athletes in need of a place to continue their athletic career`. Second, as the government commenced a National Entrance Examination System (NEES) in 1962, constant conflicts appeared between `the government` that tried to incorporate the SSSS into the NEES and `universities and sporting interests` that claimed exemption of athletes from the academic examinations. Third, the tension was resolved by adopting two contradictory legal measures in the early 1970s: one which obligated athletes to take academic examinations; the other to allow universities to accept athletes regardless of their exam results. Consequently, the practice of sports scouting (rules-in-use of the SSSS) became fully entrenched within the NEES (rules-in-form of the SSSS). By contextualising the 30-year trajectories of the SSSS through the lens of historical institutionalism, this article suggests that social institutions such as the SSSS do not emerge overnight out of a strategic, rational design of powerful authorities; but they rather evolve gradually in the course of passing diverse junctures where various interests are organised, advanced, conflicted, negotiated and reconciled.
