사람들은 21세기라는 전환점을 지나면서 기술의 발전에 힘 입어 인간의 정신으로 창조할 수 있는 세계를 꿈꾸기 시작했다. ICT (Information & Communications Technology)가 무한한 잠재력을 보여 주었고 인공지능(AI, Artificial Intelligence)이 지배하는 세상이 급부상하기에 이르렀다. 빅 데이터와 사물인터넷, 인공지능, 3D 프린팅, 자동차의 자율주행기능, 바이오테크놀로지 등 제4차 산업혁명이 거대한 쓰나미 처럼 밀려오고 있다. 인공지능시대, 제4차 산업혁명 등 어느 것도 빅 데이터에 의존하지 않고는 이루어질 수 없는 허상에 불과하다. 데이터 분석에 의한 최근의 성공 사례들은 빅 데이터의 생성과 축적이 근원 배경이다. 스마트 기기의 보급과 소셜네트워크 서비스(SNS) 의 확대 등으로 엄청난양의 데이터가 생성되고 있다. 방대한 데이터의 저장 및 처리 기술의 진화와 처리 비용 하락 등에 따라 빅 데이터가 패러다임 변화의 핵으로 등장하게 되었다. 이러한 데이터 분석을 통해 엄청난 가치 창출이 가능해 졌다. 데이터의 가공과 분석에 따라 상황인식, 문제 해결, 미래 전망이 가능해지고 데이터가 경제적 자산과 경쟁력의 척도로 부각된 것이다. 즉 지능화, 개인화 등 스마트 시대 주요 패러다임을 선도하기 위해서는 빅 데이터의 활용이 핵심이며 그 수준이 경쟁력과 성패를 좌우하게 되었다. 현재까지 빅 데이터가 현실에 미치는 영향은 대부분 물류와 설득의 분야에 나타났다. 빅 데이터는 자질구레하고 반복적이고 수량화할 수 있는 행동이 나타나는 공급망·선거·광고에 탁월한 효과를 발휘한다. 그래서 아마존과 넷플릭스에서 고객에게 좀 더 정확하게 제품을 골라주는 `추천 엔진`에 쓰인다. 빅 데이터는 앞으로는 우리 생활에 침투해 일부가 될 것이다. 미래에는 우리가 먹는 음식과 말하는 방식을 바꾸게 될 가능성이 크다. 이 글에서는 주로 구체적인 산업현장에서 개인 성과관리를 위해 빅 데이터를 어떻게 활용되고 있는지를 살펴 보고 특히 정보화 시대 어떻게 인권을 보호할 것인가 하는 점을 중점으로 살펴 보았다. 프라이버시권, 퍼블리시티권, 정보의 자기결정권과 잊혀질 권리에 대해 빅데이터와 연관지어 살펴 보았다. 개인 성과관리를 중심으로 빅 데이터를 활용하는 사례를 인권과 관련지어 살펴본 이 글이 향후 이 분야 연구와 변화되는 미래를 예상하고 대응하는데 다소나마 도움이 되었으면 하는 바람이다.

The development of science and technology made mankind dream of the world of Artificial Intelligence. The forth industrial revolution which is represented by big data, IoT, artificial intelligence, 3D printing is proceeding like big tsunami. Big data is the key to the forth industrial revolution. The use of smart application and social network service produce large amount of data. The evolution of technology dealing and storing the big data and the declining of cost made big data become the center of change. The large amount of benefit might be made by data analysis. The problem solving and future prediction became possible by data analysis and data became the scale for economic asset and productivity. Until now it was the sphere of logistics and persuasion that big data have impact on life. Big data have strong point in supply network, political campaign and advertisement which is repetitive and accountable. Big data will be the part of our lives in the future. It will change the methods of our speech. This study shows the impact of big data and the methods to protect human rights in the era of information. This study dealt the right of privacy, publicity, self decision and the right to be forgot. I hope this study will invoke the following study to analyse the relation between big data and the right of individual information.
