문화예술은 창의와 나눔을 통해 국민 모두가 행복한 삶을 누리도록 하는데 그 의의가 있으며, 우리는 문화예술에 대한 가치를 후세에 물려줄 의무가 있다. 따라서 문화예술 분야에 대한 지속적인 지원은 범정부 차원에서 이루어져야 하는 것이 마땅하다. 그럼에도 불구하고 현재 문화예술에 대한 지원은 상당히 미미한 수준이다. 본 연구는 문화예술계 지원을 위한 재원 확보 방안을 제시함으로써 문화예술 진흥에 대한 안정적인 재원 조달 방안을 제안하고자 한다. 이러한 연구목적을 달성하기 위하여 본 연구에서는 우리나라 간접세 관련 현황을 살펴보고, 해외 사례를 바탕으로 문화예술계 재원 확보 방안을 제안하고자 한다. 문화예술계 지원을 위한 재원 확보 방안은 다음과 같다. 첫째, 간접세 재원을 이용하여 문화예술계 지원을 위한 재원을 확보할 수 있다. 둘째, 간접세 형태의 문화세를 도입할 수 있다. 셋째, 부담금 제도를 도입하여 문화예술계 지원에 대한 재원을 확보할 수 있다. 부담금 제도의 도입은 첫째, 사행사업장 입장행위에 대한 부담금 부과 방안, 둘째, 사행사업자의 수입금에 대한 부담금 부과 방안, 셋째, 관광진흥개발기금에 대한 문화예술 진흥기금 출연 방안이 있을 수 있다. 본 연구는 문화예술계 지원을 위한 재정 확보 방안을 제시함으로써 지속적인 문화예술계의 발전에 대한 방안을 제안하였다는 공헌점이 있다. 그러나 문화예술계 지원을 위한 재정 확보방안을 도입하는데 있어 법적 타당성뿐만 아니라 국민들의 전반적 여론 형성도 중대한 영향을 미칠 것이다. 따라서 이와 같은 지원 방안을 실천하는데 있어 관련 문제점을 최소화하기 위한 관심과 연구가 지속되어야 할 것이다.

Culture and art has its meaning to make all of people lead a happy life through creativity and sharing and we have a duty to pass values of culture and art down to later generations. Therefore, consistent supporting to the field of culture and art should be done upon government－wide level. In spite of that, the supporting for culture and art is still considerably weak. This study aims to propose stable funding sources for advancement of culture and art by suggesting financing methods to support the world of culture and art. To do so, this study intends to examine present conditions related to indirect tax in Korea and present financing methods for the world of culture and art based on foreign cases. Financing methods to support the world of culture and art are as follows. First, funds to support the world of culture and art can be secured by using revenue through indirect tax. Second, culture tax with a form of indirect tax can be adopted. Third, funds to support the world of culture and art can be also secured through introduction of liability amount system. In terms of the introduction of liability amount system, first it can be imposed on action of admission to places of private business and second on revenue of private business operators. Third, it can also be donated by culture and art promotion fund from tourism promotion and development fund. This study makes a contribution that it proposes measures for consistent development in the world of culture and art by suggesting financing methods to support the world of culture and art. In introducing financing methods to support the world of culture and art, however, not only legal validity but formation of public opinion in general would also have enormous influence. To implement these supporting measures, therefore, continuing interests and research to minimize relevant problems would be required.
