본 논문의 연구과제는 후쿠시마 원전사고를 계기로 나타나고 있는 일본 에너지정책의 변화에 대해 살펴보고, 이를 통해서 우리나라가 얻을 수 있는 시사점을 도출하는 것이다. 기존의 일본 에너지정책에 있어서는 에너지의 안정적 확보, 경제성, 친환경성 등이주요 목표로 제시되었는데 이번 사고를 계기로 안전성의 담보가 강조되고 있다. 지난1년여의 기간 동안 일본에서는 원전 반대 여론이 확산되어 왔지만 현 일본정부는 원전을 포기하기 어려운 딜레마에 직면해 있다. 이런 가운데 일본의 정재계에서 탈원전 및 재생에너지 확대를 주장하는 목소리가 커지고 있다. 본 연구가 우리나라에 주는 시사점으로는 원전의 안전성 확보에 보다 철저해야 한다는 점, 그리고 미래의 에너지체계 구성에 대해 국민적 논의를 확산시켜야 한다는 점등을 들 수 있다.

The research topic in this paper is to examine the recent shift of the energy policy in Japan caused by the catastrophe of Fukushima nuclear power plant, and derive its policy implications for Korea. Previous energy policy in Japan primarily aimed to preserve stable, economic, and pro-environmental supply of energy. After the occurrence of the catastrophe, the policy shift to emphasize the safety of energy. Even though the opposition movement against the use of nuclear power became widespread in Japan, the current government confronted several dilemmas to avoid the use of that power. However, the view of anti-nuclear power and utilizing renewable energy becomes popular in Japanese politics and business even though that view is still minor. The main implication of this paper for Korea is the growing needs to guarantee the safety in the use of nuclear power as well as to stimulate lively discussions among people regarding the composition of future energy.
