우리나라는 전국토의 65%가 산지이고 산림상태는 불에 잘 타는 침엽수가 전체의 42%를 차지하고 있다. 이러한 특성 외에 최근의 기상이변 현상으로 산불 재난이 점차로 대형화 되고 있다. 이러한 맥락에서 2005년의 양양산불의 단일사례를 중심으로 산불재난 대처를 위한 조직간 협력에 관한 연구를 시도하였다. 본 연구를 통해 산불재난 대처에 나타나는 문제점으로 통합지휘시스템의 부재로 인한 산불진화의 효율성 저하, 유관기관의 공조체제 미흡 등이 제시되었다. 산불재난에 효과적으로 대처하기 위한 방안으로 관계기관들의 조직간 협력강화, 통합지휘시스템의 구축, 지역사회의 산불 초기진화 대응강화, 및 조직간 학습의 강화를 제시하고 있다.

About 65% of the whole Korea`s land are surrounded by mountains. the majority of whole forests is in general pine forests which is likely to be burnt with ease. Recently, the fire is frequent and getting larger. Thus, it is very important to extinguish forest fire at an early stage with the effective risk management for forest fire. This study examines possibility of effective interorganizational collaboration for coping with forest fire disaster through the case study of Yangyang forest fire. This paper illustrates the problems of Yangyang forest fire such as lack of interorganizational collaboration and absence of incident command system. Also, the study suggests the necessity of constructing interorganizational network, and incident command system, enhancing interorganizational learning and fire fighting at an early stage in a community.
